General Policies and priorities

One of the governments guiding philosophies for education is the concern that every Kenyan has the inalienable right, no matter his or her socio-economic status, to basic education. Republic of Kenya,"The Eighth National Development Plan for the period 1997 to 2001", Government of Kenya, 1996 p 133.

According to the national development plan "the expansion of education facilities has the single most important challenge on the human resource development front. The government has met this challenge head on and achieved some impressive results in enrollment ratios".
